Public financing of health in developing countries: a cross-national systematic analysis
In this Article, published in The Lancet of April 2010 an analysation of all data sources available for government spending on health in developing countries is done.
They conclude that in order to address the negative effect of development assistance for health (DAH) on domestic government health spending, a strong standardised monitoring of government health expenditures and government spending in other health-related sectors is needed.

Implementing family practice research in countries with limited resources: a stepwise model experienced in Crete, Greece
Family Practice Advance Access published November 1, 2009

The need for a cost-effective decision-making process is increasingly seen as a challenge within modern family practice. The role of family practice research is well recognized in countries with readily available resources and capacity. However, the situation is different in a number of countries with limited financial resources and current low research capacity. This article reports on an empirical model of 10 steps developed and applied in Crete, Greece. It aims to exchange views on how to better design and undertake actions in order to develop future family practice research in countries with limited resources.

Lancet announces WONCA's 19th World Conference and the Network TUFH conference in Nepal
In the Comment "Family Medicine's commitment to the MDGs", published in The Lancet of 8th may, Jan De Maeseneer (secretary general), Chris van Weel and Richard Roberts draw once again the attention to the difficulties to meet the Millennium Development goals by 2015 and the importance of Primary Health Care in this matter.
Also the WONCA's 19th World Conference (to be held in Cancun, Mexico, on May 19–23, 2010) is announced in this article.

Family medicine's commitment to the MDGs

In the opening speech of the WONCA world conference, Jan De Maeseneer talked about the necessary commitment of the Primary Health Care to meet the Millennium Development goals .
He also states that a shift is needed from Family Physicians working as individual caretakers to Family Physicians working in multidisciplinary teams with an eye for the needs of the local community. Medical education should be more focused on this.

FAIMER-Open University-WFME Distance Learning Modules
The Foundation for Advancement of International Medical Education and Research (FAIMER®), The Open University Centre for Education in Medicine (OUCEM) in the United Kingdom and the World Federation for Medical Education (WFME), collaborated on a series of distance learning modules in medical education. Eight modules have been developed under the theme of “Self-review and Accreditation.”

The second module, Organizing a Self Review, begins on April 19, 2010. Registration is now open, and we invite you to sign up while space is still available.

Students' responses to the first module (Standards for Medical Education) are favorable and they are recommending the second module to colleagues and associates. One student said distance learning has been a great experience and that she is learning new things daily.

"The Executive Committee of the Network: Towards Unity for Health, is concerned about the actual proposals that are discussed in parliaments preparing laws that would punish gay-people, or effect in one way or another their integrity, or limit their possibilities to develop themselves and participate in society. The fundamental values the Network adheres to teach us against intolerance, injustice, hatred and violence. Society needs laws that protect people, not ones that humiliate, ridicule and persecute them. We call upon NGOs and donors not to support governments that violate human rights of homosexual people, and that humiliate, ridicule and persecute them".

This has two reasons: the editorial team could not work at the Newsletter because of personal reasons, but we also would like to publish our Newsletter in March of this year, because there are important changes on their way and in March we can inform you on this. ‘See’ you in March.

Network: TUFH Office moves to Ghent, Belgium - February 2010
Since the inception of The Network (then: ‘of Community-Oriented Educational Institutions for Health Sciences’) in 1978 the Secretariat (later: the Office) of the organization has been based at Maastricht University, the Netherlands. This was possible thanks to the uninterrupted and generous support by Maastricht’s Faculty of Medicine. However, after 30 years this support expired. The Executive Committee of The Network: TUFH is very happy that Ghent University, Belgium has offered to adopt the Office of the organization as of March 1, 2010. Only with respect to the organization of the upcoming Network: TUFH Conference in Nepal you may still find yourself in contact with staff at Maastricht University.
Note that for the time being the secretariat of Education for Health will remain in Maastricht and can still be reached at efh@network.unimaas.nl.

In the course of February we will introduce the staff of the Network: TUFH Office in Ghent and inform you about the new contact details.

It has been a privilege for staff in the Maastricht Network: TUFH Office - including Ine Kuppen, Pauline Vluggen, Gerard Majoor, Yoka Cerfontaine, Marion Stijnen and Ingrid Melters - to work with you and we have greatly enjoyed the personal relationships with many of you. We are most grateful for those many years of warm and rewarding cooperation with people from all over the world.
We know that the staff at the new Office in Ghent is eager and ready to take over and we wish them all success with the new start of the Office!

    Amman amendment - March 2009
    The Executive Board of the World Health Organisation at its meeting in January 2009, formulated a draft resolution on “Primary health care, including health system strengthening”.

    This is a very good document, but from The Network: Towards Unity for Health, we want to propose an amendment to point 1 (5):

    "To train adequate numbers of health workers, including family physicians, primary care nurses and allied health professionals, to respond effectively to people's health needs and expectations through educational programs and continuous professional development and through high functioning multidisciplinary primary health care teams."

    The draft resolution can be found here, under Amman Amendment.

    May we ask you to contact urgently your ministry of health, and ask them, to introduce already now this amendment to WHO Headquarters in Geneva, so that it can be discusses at the World Health Assembly in May 2009.

    Northern Ontario School of Medicine, Canada
    The Northern Ontario School of Medicine (NOSM) in Canada is a pioneering Faculty of Medicine. For the whole of Northern Ontario, the School is a joint initiative between Lakehead University and Laurentian University, with main campuses in Thunder Bay and Sudbury, and multiple teaching and research sites distributed across Northern Ontario.

    Members helping Members - December 2008
    Gautemala is home to some of the poorest living conditions in Central America. It has the 6th highest prevalence of malnourished children, a high maternal and infant mortality rate, and the low life expectancy of 67 years. Recognizing that the country needs to take immediate action to correct these disparities, the Vice President of Guatemala has created a private foundation called Guatemala SANA. SANA in Spnaish means “healthy”: S for Salud (health), A for Ambiente (environment), N for nutricion (nutrition) and A for Accesso Escolar (access to schooling).

    SANA will transform the schools of the nation into locations of nutrition, health services, education, and healthcare education for all members of the community. These central locations will be known as “school community centers” and will bring the community together to create a health, educated lifestyle.

    SANA has asked GHETS to help in the re-organization of healthcare and education in Guatemala. The goals of SANA are to improve access of primary healthcare, nutrition and understanding of nutrition, provide healthcare education for both children and parents, provide statistical assessment of the program, and to increase the enrollment of girls in local schools.

    GHETS is now looking for organizations to provide educational materials in Spanish that can be used to facilitate the education of hand washing, clean water usage, women’s healthcare issues, pre-natal nutrition; nutrition for lactating mothers, post-natal care, children’s healthcare issues (including immunization information. We are also in need of Spanish speaking individuals that will spend 6 months to a year in Guatemala training locals that will maintain education at the newly implemented school community centers. We would especially be interested in Spanish speaking individuals that have already implemented health educational projects (various health topics) in developing nations.

    Request from the Editor of the Network: TUFH Newsletter - December 2008
    • In the Network: TUFH Newsletter we have a recurring item with regard to the annual Network: TUFH Conference: partnerships/collaborations that had their roots in one of these Conferences. For example: in the June 2006 Newsletter we published a story about collaboration between the Universidade Católica de Mozambique and the Universidad de La Sabana from Colombia; they met at the 2003 Conference and since then have worked together in many ways.
      Have you started a partnership/collaboration as a result of a Network: TUFH Conference? Please let us know, because it could make a very interesting article for our Newsletter.


    • In several countries in Africa (especially in Kenya), clinical officers are healthcare providers. After three years of training, they receive a diploma in clinical medicine, surgery and community health. Clinical officers work either independently or with a ‘medical officer’ to provide healthcare services to largely rural populations.

      We are in search for authors who can write about their experience with – or knowledge about – clinical officers. Please contact us in case you yourself would like to write an article, or if you know of others who could be potential authors.


    • Through the Eastern Mediterranean Region (EMR) discussion list, Ghanim Alsheikh (Regional Adviser, Human Resources Development, WHO, Eastern Mediterranean Regional Office) asked an interesting question: dissemination of the wave of innovation mostly took place during the 1980s, but how many of the present medical schools in the EMR are adopting innovative programmes? To find out, Alsheikh called upon all to exchange opinions and experiences that could result in useful recommendations and action plans.
      Please send us your opinions and experiences; we will publish it in a new column in the Newsletter.

    Item for Bogota conference participants
    Dear participants of the Network: TUFH Conference in Colombia,

    In the Network: TUFH Newsletter we have a recurring item with regard to the annual Network: TUFH Conference: partnerships/collaborations that had their roots in one of these Conferences. For example: in the June 2006 Newsletter we published a story about collaboration between the Universidade Católica de Mozambique and the Universidad de La Sabana from Colombia; they met at the 2003 Conference and since then have worked together in many ways.

    We are always on the look-out for stories as described above. Have you started a partnership/collaboration as a result of the Conference in Colombia (or earlier Network: TUFH Conferences)? Please let us know, because it could make a very interesting article for our Newsletter.

    2008 Colombia Conference
    Dear Colombia Conference Participants,

    Now that we have all returned home and the Network: TUFH 2008 Bogota, Colombia conference may be starting to fade from memory, we are writing to THANK YOU for your participation and for your deep commitment to adapting health services and health professions education to local needs. New relationships have been formed and we all left the conference with renewed passion for making a positive difference in our communities.

    There are still some Colombia issues that we would like to share with you:

    In the months and years ahead, we hope we can all stay connected with each other - to share lessons learned, to seek advice and to build a movement for change. Toward that end, you have been added to the mailing list of The Network: TUFH and will receive periodic emails from us. Please continue to send us news of your accomplishments to share broadly throughout our network. If you do not wish to stay connected in this way, please let us know and we'll remove you from our list.

    We also hope that you will join us in Amman, Jordan for our next International Conference in October 2009. Our conference host is Center for Educational Development, University of Jordan.

    Bogotá Declaration
    At the 2008 Conference in Bogotá, Colombia representatives of The Network: TUFH and participants endorsed the fact that the World Health Report 2008 will focus on primary health care and formed a declaration on this important topic. The declaration is available in English, Spanish and French.

    WHO 2008 Report
    The World Health Report calls for return to primary health care approach. There are striking inequities within and between countries in health outcomes, in access to care, and in what people have to pay for care, says the World Health Report 2008 launched October 14, 2008.

    To steer health systems towards better performance and greater equity, the report calls for a revival of the primary health care approach launched 30 years ago.

    “….The report critically assesses the way that health care is organized, financed, and delivered in rich and poor countries around the world and documents a number of failures and shortcomings that have left the health status of different populations, both within and between countries, dangerously out of balance….”

    The anniversary issue Volume 21, Issue 2 is now available online.

    You can read about the beginnings of Education for Health in a tribute written by Henk Schmidt and Pauline Vluggen.
    In their Editorial, Co-Editors Michael Glasser and Donald Pathman are reflecting on the past goals, current status, and future directions of the journal.

    Noguchi Award for Service to Global Public Health - May 2008
    Too often the sacrifices of people working in global public health go unrecognized, but not in this case. In a press release the WHO welcomes the announcement that the Government of Japan is awarding the first Hideyo Noguchi Africa Prize for service to global public health.

    The two recipients of the prize are Brain Greenwood, Professor of Clinical Tropical Medicine at the London School of Hygiene and Tropical Medicine, and distinguished innovator in malaria research; and Miriam K. Were, an AIDS specialist performing ground-breaking community-based work in East Africa.

    Peers for Progress
    Evaluation Grants are available to document the contributions of peer support interventions for those with diabetes. University-based researchers, health systems, and similar organizations are invited to apply. Eligibility criteria include experience in (a) diabetes management and/or use of peer-based interventions in health promotion and chronic disease anagement and (b) research or program evaluation.
    Application schedule
    - Brief preliminary project: descriptions are due: July 1, 2008.
    - Applications are due September 1, 2008
    - Funding of successful applications commences: January 1, 2009.

    Although the language of the Conference is English, the organisers would like to offer a Spanish track in the programme and therefore encourages Spanish speaking participants to submit an abstract or mini-workshop or didactic session proposal in Spanish.

    The Prevention Education Resource Center - March 2008
    The Prevention Education Resource Center (PERC) is a web-based repository of educational materials related to clinical prevention and population health. PERC is supported by the Association for Prevention Teaching and Research (APTR). The site promotes collaboration across health care disciplines, professions, and institutions by facilitating the exchange of teaching resources and connecting educators. The PERC was launched in October 2006 by APTR, convener of the Healthy People Curriculum Task Force. The development and operation of PERC are funded by a grant from the Josiah Macy, Jr. Foundation of New York.

    Tamas Fülöp Award - February 2008
    The TFA honours a person/organisation/institution/Group for outstanding contributions to The Network: TUFH. During the General Meeting in Kampala, Uganda in September 2007 the 2nd TFA was presented to a very honoured Dr. Khalifa Elmusharaf from Sudan.
